Jmorris, you raise an important pratical point about some of the gray areas that exist between SH and LH carriers. Would any of the options FMCSA has proposed for covering SH carriers (such as requiring all SH drivers to use EOBRs all of the time) fix the problem you see?

You are going to create a monster by expemting SH carriers. Large long haul companies will adapt to take advantage of the SH expemtion. Example, I have terminals nationwide. I take a load from California, move it to my terminal within my SH limits drop it and another truck picks it up and does the same thing. By doing this I can get a load across American faster than a LH company, Because some of my “short Haul” drivers will be able to cheat their logs. You have now created an unlevel playing field between the SH and LH companies.
